(1) Nuclear Threats to India

INDIA IS HERBIVOROUS LAND POWER: Nuclear India is a geopolitical Elephant Land Power facing the joint threat of geopolitical Eagle-Crocodile Air cum Sea Power United States and expansionist Islamic Fundamentalism. As a land power India will exercise its nuclear deterrent, against the Western Sea Powers and hostile aircraft carriers from entering Bay of Bengal and Arabian Sea during conflict. Revolutions in precision guided missiles allow the land powers to sink aircraft carriers so that carrier based flying Eagles may not attack herbivorous land powers. As a preponderant land-power, Nuclear India will not exercise nuclear deterrent against Pakistan. Indian nuclear doctrine relies on the neutron bomb arsenal to depopulate any Islamic nation that may dare to attack India with nuclear weapons. Neutron bombs would be effective in depopulating the Islamic lands without causing long-term destructive radioactive contamination. Neutron bombs kill enemy soldiers without destroying buildings and agricultural lands. Geopolitical herbivorous Elephant will use neutron bombs to depopulate carnivorous powers that dare to attack India with nuclear weapons. Many limited nuclear wars will take place during the twenty-first century. Indian Nuclear doctrine plans for the survivability after the limited nuclear war. Peace in the twenty-first century will depend upon the capability for the survivability and depopulation of the nuclear aggressor after the limited nuclear wars.

TEXT OF INDIA’S NUCLEAR DOCTRINE: India believes in the Mutual Assured Destruction doctrine. India will not be the first to initiate a nuclear strike, but will respond with punitive retaliation should deterrence fail. India shall pursue a doctrine of Credible Minimum Nuclear Deterrence. Indian doctrine advocates retaliation only response, and rules out preemptive strikes. India warns Pakistan that any threat of use of nuclear weapons against India shall involve measures to counter the threat. India will not resort to the use or threat of use of nuclear weapons against states, which do not possess nuclear weapons, or are not aligned with nuclear weapon powers.

HINDU-ISLAMIC NUCLEAR WEAPONS: The deployment of nuclear weapons by Hindu India and Muslim Pakistan has reestablished the global balance of power of world civilizations. Distribute the nuclear weapons more evenly distributed among the world civilizations. Six major civilizations of the world now possess nuclear weapons, namely Protestant United States and Britain, Catholic France, Orthodox Russia, Buddhist China, Hindu India and Muslim Pakistan. Protestant United States, Protestant Britain, Catholic France, Orthodox Russia, Buddhist China, Hindu India, and Islamic Pakistan have nuclear weapons. The Protestant, Catholic, Orthodox, Buddhist, Hindu, and Islamic civilizations have deployed nuclear weapons. White Christians can no longer annihilate Hindu and Islamic civilizations in the third world war, as Hindu India and Muslim Pakistan also possess nuclear weapons. Nuclear weapon armed civilizations can not be annihilated in wars. Nuclear deterrent deters preemptive nuclear strikes.

DILEMMA OF PAKISTAN’S ISLAMIC A-BOMB: The common Aryan heritage, culture, language, and food habits bind the people of India and Pakistan. India and Pakistan are part of the same civilization and culture. India and Pakistan would be allies in the Age of Civilizational Wars. Pakistan pretends to belong to a different civilization than India, otherwise it cannot justify the partition of India in 1947. The Western Christendom transferred nuclear weapons technology to incite a nuclear war between two neighboring nations, to promote the civilizational interests of the Western Christendom. Indo-Pakistan war does not promote any civilizational interests of the Islamic civilization. The problem of Indian nuclear weapon doctrine is to develop a credible deterrent against Pakistan. Due to sibling rivalry, the doctrine of mutual assured destruction would fail to deter Pakistan’s preemptive nuclear strikes against India. India should threaten Pakistan that in case of a nuclear strike, India would depopulate Pakistan. India should promise never to launch pre-emptive strikes against Pakistan. Never use nuclear weapons in the intra-civilization wars. Use nuclear weapons to deter inter-Civilizational wars. India and Pakistan belong to the common Mughal civilization.

USE OF NUCLEAR BOMB IS A WAR CRIME: Indian Nuclear Weapon Doctrine declares that any first use of nuclear weapons is a War Crime. Ban the use of nuclear weapons by an International treaty. A similar ban is currently in force on the use of Biological, Bacteriological and Chemical weapons. United States opposes the ban on the use of nuclear weapons, because realizes that the White Race has lost the military edge in conventional warfare, after the humiliating defeats in the Vietnam War and the Afghanistan War. United States used Atom Bombs against Japan and the United States would most likely use the nuclear weapons in the next World War, simply because it just cannot win any major war by means of conventional weapons. The real problem of the 21^st Century is to tame the Super Power United States, from exercising its nuclear option against non-nuclear nations.

ILLEGAL TRANSFERS OF NUCLEAR TECHNOLOGY: The United States is threatening the world balance of power, by allowing the illegal transfers of sensitive military technologies to China. United States transferred sensitive satellite, missile technology, avionics, and super computers to China to bring Chinese nuclear arsenals at par with that of the United States and Russia. Chinese satellite and missile programs had begun to fall in the beginning of 1996, then president Bill Clinton authorized the illegal transfer of sensitive ICBM launch and tracking technology to China, presumably to incite Chinese invasions of Siberia. United States permitted the theft of Uranium Enrichment Plant by Pakistan. United States is responsible for the Islamic Bomb. Chinese Army owns more than 1,000 large foreign joint ventures. PLA can access any sensitive American technology at will. China spent a few million dollars in campaign donations to the Democratic and Republican Party’s candidates in the United States. It resulted in free transfers of sensitive American technology to China. These sensitive technologies are worth more than 100 billion dollars.

CHINESE MISSILES FOR PAKISTAN: China transferred to Pakistan many (some say 15) ready to use long range IRBM Missiles capable of carrying nuclear warheads, in exchange for Uranium Enrichment Technology. Had the CIA learnt about the impending Indian Nuclear Tests, then it would have informed Pakistan, and incited it to launch a nuclear attack against India with Chinese approval. The main goal of Indian Nuclear Weapons Doctrine is to deter Pakistani nuclear strikes against India, as Pakistan has refused to sign a No First Use pact with India. Doctrine of Mutual Assured Destruction would fail to deter Pakistan’s preemptive Islamic nuclear strikes against India.

DEPOPULATION OF NUCLEAR AGGRESSOR: Theory of Nuclear Armageddon and Mutual Assured Destruction fails to deter the fanatic terrorist Nations. Indian Nuclear Doctrine states that in case of any Pakistani/Islamic preemptive nuclear strike against India, India would use conventional weapons to occupy Pakistan. India would then impose mandatory execution of aggressor’s entire male population. India would then permanently occupy aggressor’s lands, resources, and women.

DEPOPULATION DOCTRINE AND WAR CRIMES; Indian Nuclear doctrine shall incorporate the Doctrine of Depopulation of the Nuclear Aggressor (DNA) as a part of the Indian Military Manuals. Indian Army would require an organized command structure for carrying out the mandatory execution of the entire male population of the Nuclear Aggressor that undertook the preemptive nuclear strikes against India. We should pass necessary, Parliamentary legislation to protect the soldiers, who would carry out the mandatory execution of male populations, against the violation of Laws of War, such as War Crimes.

Doctrine of Credible Minimum Nuclear Deterrent

INDIA ADOPTS MUTUAL ASSURED DESTRUCTION: India will not be the fist to initiate a nuclear strike, but will respond with punitive retaliation should deterrence fail. India shall pursue a doctrine of credible minimum nuclear deterrence. In this policy of retaliation only, the survivability of Indian arsenal is critical. Any threat of use of nuclear weapons against India shall involve measures to counter the threat. Any nuclear attack on India and its forces shall result in punitive retaliation with nuclear weapons to inflict damage unacceptable to the aggressor. India will not be the first to initiate a nuclear strike, but will respond with punitive retaliation should deterrence fail. India’s nuclear forces and their command and control organized for very high survivability against surprise attacks and for rapid punitive response. India’s nuclear forces designed and deployed to ensure survival against a first strike, and to endure repetitive attrition attempts. It has adequate retaliatory capabilities for a punishing strike, which would be unacceptable to the aggressor. Any adversary will know that India can and will retaliate with sufficient nuclear weapons to inflict destruction and punishment that the aggressor will find unacceptable, if nuclear weapons are used against India and its forces.

DOCTRINE OF BIG BOMBS: The MAD Doctrine was based on the premises that when nuclear powers have big bombs than any nuclear exchange will result in the nuclear holocaust. After the collapse of the Soviet Union, United States has been advocating the use of tactical nuclear weapons and neutron bombs. Indian nuclear doctrine cannot depend upon the nuclear deterrent of MAD Doctrine against United States as India lacks the second strike retaliatory capability. India can deter the preemptive nuclear strikes from United States by proving that it can cause human casualty of over one million by using tactical nuclear weapons against white European Christians. India need not attack against United States to deter the US nuclear strikes. India can also deter US strikes by threatening nuclear strikes against Australia, New Zealand, Italy, Spain, and Portugal.

VIRUS OF ISLAMIC BOMB: Christian World introduced the Virus of Islamic Pakistani Atom Bomb to keep Pagan Hindu India down, just as the Europeans in the past had introduced Plague Virus to eliminate Native Americans. Islamic Bomb cannot destroy Hindu Civilization, on the contrary, Pakistan’s Atom Bomb signals the downfall of Christian and Judaic Civilization. Brown India would be immune to Islamic nuclear barbarism, just as Europeans had developed immunity to Plague while it was lethal to Red Indians. Would brown Asians destroy each other by nuclear weapons, or would India and Pakistan unite like United Europe to demand their place under the Sun?

PAKISTAN PLANNED A NUCLEAR STRIKE AGAINST INDIA: How should India retaliate if fanatic irresponsible nations misuse a nuclear weapon? Pakistani Foreign Minister Gohar Ayub Khan declared during June 1998 as follows. Pakistan now has nuclear superiority over India, in terms of weaponry and its command and control system. If war broke out between India and Pakistan, India would surrender within an hour. In case of nuclear conflict Pakistan would be in a better position to absorb, an attack because Pakistan has more scattered population than India, which by comparison has cities that are more populous. After nuclear tests conducted by India and Pakistan, Islamabad had emerged stronger than Delhi. What should be India’s response to similar Pakistani nuclear threats to India?

NUCLEAR DOCTRINE IS AN INSTRUMENT OF POLICY: Nuclear Weapon is different from military weapons. Use Nuclear Weapons as an instrument of Diplomacy. Atom Bomb is an Instrument of Foreign Policy, provided a clear-cut Nuclear Weapons Doctrine is in place. Without a clear and well-defined Nuclear Weapons Doctrine and Nuclear War Strategy, nuclear weapons would fail as an effective Instrument of Foreign Policy.

Nuclear Dilemmas:

PROXY STRIKES AGAINST INDIA: The first dilemma is that adversaries may use a proxy to launch preemptive nuclear strikes to escape nuclear retaliation. India believes that the Doctrine of Mutual Assured Destruction (MAD) would not provide credible Nuclear Deterrent in the Terrorist Age. MAD Doctrine could not answer questions of China and the United States transferring Nuclear Weapons to Pakistan. Indian Nuclear doctrine should advocate that the nuclear victim of a preemptive nuclear strike would also retaliate against the nuclear powers providing Missiles and Nuclear Weapons to the Nuclear Aggressor. India will not allow the United States or China to use Pakistan as a Proxy to launch nuclear strikes against India.

NUKES AGAINST TERRORISTS: The MAD Doctrine has a basic flaw that, only when it promotes massive retaliation that it can be effective. The second dilemma is that if for nuclear intransigence, the nuclear Armageddon is the only response available, then responsible Nuclear Powers would hesitate to retaliate against the preemptive strikes by terrorist and fanatic States. Nuclear Weapons would become impotent if the only retaliation possible were the Nuclear Armageddon. Should Indian Nuclear Weapons Doctrine advocate a limited usage of Nuclear Nukes against terrorist Nations? The answer should be, No.

NUKES NOT ALLOWED IN LAND WARS: The Nuclear threshold level should not be lowered, otherwise who would deter the frequent use of nuclear weapons by (P-5) nations. It is the third dilemma. Otherwise the Super Powers could be tempted to use nuclear Nukes to avert their defeats in conventional wars, such as American defeat in the Vietnam War and Soviet Union/ Russia’s defeat in the Afghanistan War. Laws of Wars should never allow the use of Nuclear Nukes in conventional Wars. The United States threatened the use of Atom Bombs, first time during the Korean War. The second time United States threatened the use of nuclear weapons was during the Vietnam War. The third time, the nuclear deterrent was exercised was during the Indo-Pakistan War of 1971, by President Nixon. If the nuclear threshold lowers, then it makes the use of tactical nuclear weapons more likely. Then the United States President will go berserk and start using nuclear weapons against all kinds of threats. It could accidentally lead to A nuclear Armageddon. The use of tactical nuclear weapons should not become a game for the US President. The United States could become the greatest threat to world peace by its cavalier use of Nuclear Nukes. That is why, the threshold level of nuclear nukes should not be lowered. Indian Nuclear Weapons Doctrine advocates a nuclear retaliation for any use of Nuclear Nukes in any Land War.

NUCLEAR NUKES ALLOWED IN SEA-WAR: Nevertheless, European Naval Doctrine accepts that Nuclear Torpedoes could be used in a Naval War at High Seas, without causing nuclear retaliation. Indian Nuclear doctrine states that India could use Nuclear Torpedoes and Nukes to deter hostile Naval Fleets and air craft carriers. India would use nuclear torpedoes to sink the hostile naval fleets, if NATO and US Naval fleets were to invade Indian coastlands in the Bay of Bengal and the Arabian Sea. Rather than allowing the Seventh Fleet and aircraft Carriers to bomb Indian coastal metropolises, it would be prudent to sink the hostile naval fleets by the judicious use of nuclear nukes at the high seas. Nuclear torpedoes allow a Land Powers to deter the naval invasion of Maritime Sea Powers. Nuclear missiles and nuclear torpedoes have made aircraft carriers highly vulnerable.

DEPOPULATION OF NUCLEAR AGGRESSOR: It is the fourth dilemma. How would Victim Nation retaliate by conventional war to annihilate the terrorist Nuclear State, after the aggressor had launched a preemptive nuclear strike, as the victim would be in a very bad shape? Rather than retaliating at nuclear level, it is more humane if conventional weapons inflict total annihilation of the Nuclear Aggressor. In retaliation to a preemptive nuclear strike, the retaliation by conventional weapons could also be effective in depopulating the Nuclear Aggressor. An Armageddon by conventional weapons is definitely preferable to a nuclear Armageddon. Any nuclear attack against aggressor nations would also contaminate the lands and the river system, threatening the food production. It would be a legitimate Right of the Victim State to use conventional weapons to occupy all the Lands and Resources of the Nuclear Aggressor to resettle its population displaced by nuclear strike. The Adult Male Population of the Nuclear Aggressor would cease to live. The retaliation by DNA doctrine will not harm its Women, Lands and Resources. The displaced residents of the Victim Nation will use these. One should prefer the annihilation of the Nuclear Aggressor, by non-nuclear weapons. Everyone would prefer a Non-Nuclear Armageddon to a Nuclear Armageddon, if one had the choice. The acronym of this nuclear doctrine the Doctrine of Depopulation of Nuclear Aggressor is DNA Doctrine.

India should use nuclear torpedoes against invading naval aircraft carriers while they are at the high seas; otherwise, Indian cannot use the nuclear deterrent. Failure to do so would make India at the mercy of the hostile Naval Fleets, if they enter the territorial waters of India. India’s use of Nuclear Torpedoes to sink hostile Fleet in Bay of Bengal would not lead to a nuclear conflagration. Nuclear Torpedoes and Nukes are used against Naval targets at High Seas during War, without causing nuclear retaliation.

DEVELOP SLBM: We must study the Doctrine of Mutual Assured Destruction, acronym MAD Doctrine. We should evaluate whether MAD Doctrine would provide a credible Deterrent against any Pakistani preemptive nuclear strike against India. Unless India develops the Second Strike Capability, the MAD Doctrine would fail to deter a Chinese or Pakistani preemptive nuclear strikes against India. Deploying Submarines Launched Ballistic Missiles (SLBMs), provides the second Strike capability as they are likely to escape destruction in a preemptive nuclear strike.

DEVELOP SECOND STRIKE CAPABILITY: Doctrine of Peaceful Nuclear Explosion (PNE) which foreswore Indian nuclear weapons made India a target of preemptive nuclear strikes by China and Pakistan. Nuclear powers could launch a preemptive nuclear strike against a new nuclear power, before it develops and deploys its nuclear arsenal. DECLARE RETALIATION IN ADVANCE: Indian Nuclear Weapons Doctrine should declare in advance the threshold level, when the military use of nuclear weapons would replace the diplomatic use of nuclear weapons. India should draw clear lines in the sand so that the adversaries would know when to withdraw. The fundamental tenet of Nuclear Strategy is that every Nuclear power seeks to realize its political goals, by making a diplomatic use of its nuclear capability, without ever militarily using the nuclear weapons. Nuclear Deterrent is effective only when nuclear weapons are never used.

INDIAN NUCLEAR DETERRENT AGAINST NATO: Indian Nuclear Weapons Doctrine declares that in the event of an NATO invasion of India, India would use nuclear weapons against European metropolises on the very first day of the NATO air strikes. Indian nuclear doctrine declares that it would use nuclear torpedoes and missiles tipped with nuclear nukes to sink the hostile aircraft carriers and naval fleets. SECOND STRIKE CAPABILITY: John Foster Dulles developed the Doctrine of Mutual Assured Destruction, acronym M.A.D. Doctrine. M.A.D. Doctrine states that no nuclear weapon power would undertake a preemptive nuclear strike against any other nuclear weapon power, if other nuclear power had the Second strike retaliatory capability to annihilate the Aggressor. The Second Strike Capability means the capacity to inflict total annihilation of the Aggressor, by means of the nuclear weapons that would survive the first nuclear strike of the Aggressor.

Peace of Retaliation

RETALIATION PROMOTES PEACE: The United States would deter any first preemptive nuclear strike by Russia on American targets, with the threat of retaliatory nuclear strikes against the Soviet/Russian targets. Under these circumstances, the DNA Doctrine is more credible than the MAD Doctrine is. Depopulation of Nuclear Aggressor Doctrine of Nuclear Deterrent is more logical, more effective, more humane, and more civilized than the Doctrine of Mutual Assured Destruction (MAD). A mad leader can only understand the severity of the nuclear retaliation, if we declare it in the simple language. M.A.D. DOCTRINE WOULD CAUSE GLOBAL HUNGER: Doctrine of Mutual Assured Destruction threatens the death of millions in retaliation for any preemptive nuclear attack. Depopulation of the Nuclear Aggressor Doctrine provides more credible nuclear deterrent, than the Doctrine of Mutual Assured Destruction. The M.A.D. Doctrine would cause the contamination of the lands, essential for the food supply of the world. We could procreate human beings, but we cannot create new lands on this earth. The M.A.D. Doctrine would cause deaths by hunger, by a planet-wide contamination. Contamination of lands would be very high on the agenda of the terrorist nuclear Islamic leaders.

DEPOPULATION THREAT DETERS: The DNA Doctrine, the Mandatory Male Depopulation of the Nuclear Aggressor Nation would deter even the most rabid fanatic terrorist nation from engaging in any form of nuclear terrorism. The genetic make up or the DNA code of a fanatic nation is different. Christian-Judaic logic of the MAD Doctrine fails to deter fanatic Muslim nuclear powers. Only DNA Doctrine incorporates the genetic differences, the DNA code of the Islamic Civilization, to develop a credible strategy of Nuclear Deterrent. The Doctrine states that any attempt by any Arab country to finance and incite Pakistani nuclear attack on India could mean the end of Arab Civilization on this planet earth and the total loss of Arab lands and Arab men. Military Manuals would describe the role of officers to avoid the culpability for any violation of Laws of War.

DEPOPULATION OF NUCLEAR AGGRESSOR: India should unequivocally propagate the Nuclear Doctrine that mandates the execution of the entire male population of the nuclear aggressor that would launch preemptive nuclear strikes against India. This doctrine is against nuclear strikes against Indian targets only. India should widely propagate this Doctrine and pass necessary legislation so that its carrying out should overrule any conflicting Laws of War. (i) Draft Nuclear Doctrine

INDIA DECLARED DRAFT NUCLEAR DOCTRINE: India on August 17, 1999 made public the draft nuclear doctrine spelling the minimum nuclear deterrent, command and control system and the broad thrust on nuclear forces. National Security Advisory Board (NSAB) headed by convenor, Dr. K. Santhanam outlined broad principles for the development, deployment and employment of India’s nuclear forces. The announcement reinforces the view that under a BJP-led government, India has established its credentials as a strong nuclear power. The collection of general principals on national security that have over the last year been enunciated by the PM in Parliament, now have been transmuted into a weapon.

OPERATIONAL SECRET COMPONENT OF DOCTRINE: The draft paper will be reformulated into an operational, secret component and a public component. The operational secret component will contain details like the size of the nuclear arsenal; there the nukes will be deployed as well as the nature of the response. The public component will be an elaboration of the elements already contained in this draft. It seeks to give a complete scenario of its nuclear doctrine. India is slowly and steadily moving toward a responsible position in the nuclear field. The document charts the A to Z process of it. India’s nuclear weapons program is not country specific. It is a question of deterrence in a nuclearised environment around India.

UNCOMPROMISING NUCLEAR DOCTRINE: India has published an uncompromising draft nuclear weapons doctrine. Indian draft of its nuclear weapons doctrine makes clear that India will brook no bullying or interference from the five acknowledged nuclear powers.

Autonomy of decision-making in the developmental process and in strategic matters is an inalienable democratic right of the Indian people. India will strenuously guard this right in a world where nuclear weapons for a select few are sought to be legitimized for an indefinite future. India’s nuclear deterrent was aimed at convincing any potential aggressor that any nuclear attack on India and its forces shall result in punitive retaliation with nuclear weapons. India should remain in a position to retaliate if nuclear weapons are used against us.

MINIMUM NUCLEAR DETERRENT: India’s minimum nuclear deterrent will be based on survivable triad of land, air and sea-based systems. The credible minimum nuclear deterrence will be based on aircraft, ships and mobile land based missiles. It is with a sense of responsibility, transparency and restraint that India approaches the nuclear doctrine. The suggestion that the Indian deterrent should be based on a triad of aircraft, mobile land-based missiles and sea based assets is meant to ensure survivability. The deterrent should cater against surprise attacks and rapid punitive response.

The nuclear weapons shall be designed and deployed to ensure survival against a first strike and to endure repetitive attrition attempts with adequate retaliatory capabilities.

MINIMUM, CREDIBLE, SURVIVABLE DETERRENT: What constitute a minimum nuclear deterrent? Minimum but credible is the watchword of the nuclear doctrine. The draft doctrine reconciles three essential considerations. The size of India’s atomic arsenal has to be kept at a minimum. Simultaneously, an effective capacity to deter a nuclear attack based on a credible nuclear arsenal should be created. Finally, the national atomic stockpile should be made ‘survivable’ at all costs. The document does not quantify the minimum deterrent, saying that will depend on security environment. It is a dynamic concept related to the strategic environment, technological imperatives and the needs of national security. The actual size, components, deployment, and employment of nuclear forces will be decided in the light of these factors. The principles of credibility, effectiveness, and survivability will be central to India’s nuclear deterrent. Credibility requires that the adversary must know that India has the will and the ability to use nuclear weapons.

PUNITIVE RETALIATION: India should have enough nuclear reserve forces to carry out effective retaliation, in case deterrence fails and the country subjected to a nuclear attack. In fact, Indian forces should carry out ‘punitive retaliation’ with nuclear weapons to inflict unacceptable damage on the aggressor, if India ever subjected to a preemptive nuclear strike. In the case of an attack by another Nuclear Weapon State, India reserves the right to shrike back. There should be enough weapons in its arsenal to be able to retaliate to inflict destruction on the aggressor.

NO FIRST STRIKE & RETALIATION ONLY: This is a policy of retaliation only. The draft reiterates that India should not initiate a nuclear strike. India will not resort to the use and the threat of use of nuclear weapons against States, which did not possess nuclear weapons, or not aligned with nuclear weapons States. India will never be the first to use nuclear weapons against any country. But its nuclear arsenal will have the capability of inflicting unacceptable and retaliatory damage on the aggressor.

SUBMARINE BASED SECOND STRIKE CAPABILITY: Besides keeping the nuclear arsenal widely dispersed, the second strike capability is realized through nuclear submarine armed with atomic weapons. The submarines which are extremely difficult to target, are fundamental to the survival of nuclear forces. Key countries, including Britain and France, have not subjected their nuclear submarines to arms reduction agreements.

EFFECTIVE NUCLEAR CHAIN OF COMMAND: An effective nuclear chain of command is the second is the second crucial element to ensure survivability? Prime minister is at the heat of the nuclear command and control establishment. The Prime Minister alone and his designated successor(s) should be authorized to order the release of nuclear weapons. To ensure that an effective and survivable command and control system with flexibility and responsiveness is in place, the doctrine calls for an integrated operational plan, or a series of sequential plans predicated on strategic objectives and targeting policy. EFFECTIVE EMPLOYMENT: For effective employment, it seeks the unity of command and control of nuclear forces including dual capable delivery systems. It calls for the creation of space-based (high resolution satellites) and other assets to provide early warning so that the survivability of the nuclear arsenal and effective command, control, communications, computing, intelligence and information (C4 I2) systems is ensured.

SAFETY & SECURITY AGAINST THEFT: The extraordinary precautions should be taken to ensure that nuclear weapons are guarded against theft, sabotage, damage or unauthorized access. It envisages institution of tamper-proof procedures to prevent inadvertent activation or use of such weapons. India will have to develop an appropriate disaster control system.

RESEARCH & DEVELOPMENT: India should step up efforts in research and development, while categorically rejecting any restraints on building the country’s research and development capabilities. India will not carry out any nuclear tests. India will remain committed to carrying out Research and development, such as sub-critical tests, for building its minimum and credible deterrent. Such tests are clearly allowed under the CTBT.

GLOBAL TREATY BANNING FIRST USE: All efforts shall be made to persuade other nuclear weapon states to join an international treaty of banning first use. India should work for internationally binding unconditional negative security assurances of non-use against non-nuclear weapon states by the different nuclear weapon states. In the view of very high destructive potential of nuclear weapons, the appropriate nuclear risk reduction and confidence building measures should be taken.

TRIAD OF NUCLEAR DETERRENT: India will depend on strategic bomber command, Agni-II IRBM, and a nuclear submarine for second strike capability. The survivability of the forces enhanced by a combination of multiple redundant systems, mobility, dispersion and deception. Minimum Nuclear deterrent encompasses: (1) sufficient, (2) survivable and (3) operationally prepared nuclear forces, (4) a robust command and control system, (5) effective intelligence and early warning capabilities, (6) comprehensive planning and training for operations in line with the strategy, (7) and the will to employ nuclear forces and weapons.

DOCTRINE OF WESTERN POWERS: The Essential difference between India’s nuclear doctrine and that of the US, France, UK and Russia are that the latter are expressly sworn to a first strike. India and China on the other hand, both abjure first use. Besides the UK no other country’s doctrine has been as transparent in the description of is principles.

NUCLEAR INDIA IS SECOND SUPER POWER: Nuclear Weapons are great equalizers. Pakistan’s Atom Bomb would deter any future Indo-Pak wars across the common frontiers. Similarly, Nuclear India would soon get parity with China. Nuclear India would like to be treated with respect as an equal by United States a fellow Super Power. India would soon overtake China on a level playing ground. India and Pakistan should jointly convince the White nuclear Powers that two Brown Nuclear Powers deserve their fair share under the Sun.

BARBARIAN INVASIONS OF CIVILIZATIONS: Afghan Mujahideens represent “Barbarian” threat to “Civilizations” as defined by Professor Arnold Toynbee in the Study of History. Mountainous terrain provides natural defenses, and the entire population has become battle hardened. The political anarchy in Afghanistan allows the barbarian Army to monopolize the lucrative Drug trade in the Golden Crescent, which includes Afghanistan, Pakistan’s NWFP region, and parts of Iran and Central Asian republics. Barbarians will organize ad hoc transnational mercenary armies and undertake overseas military operations to destabilize civilizations. Afghan Mujahideens that attacked Kargil represent the force of Barbarians that is determined to undermine civilization. The civilization should respond by destroying the barbarian threat. Mohammad Gaznavi and Mahmud Ghouri represented the barbarians that crossed the Khyber Pass and attacked Hindu Indian Civilization. India must take the challenge of Afghan barbarians by occupying Afghanistan and by destroying the menace of barbarians in the world. India should deploy troops to fight barbarians in Afghanistan, Central Asia, Algeria, and Egypt.

MORE OVERSEAS WARS FOR NUCLEAR INDIA: Nuclear India could not fight Pakistan and China across the common frontiers without risking a nuclear conflagration. As a Nuclear Weapon Power India would get legitimate worldwide interests and responsibilities. India could militarily compete with China in Burma, Laos, Cambodia, and Angola. India would compete with Pakistan by military intervention in Afghanistan. India would meet the challenge of Islamic Bomb by promoting secessionist movements in Indonesia, Afghanistan, Lebanon, Kurdistan, and Somalia. India would require long-term overseas intervention capability, even when nuclear weapon Program would reduce salary allocations in the Defense Budget.

ROLE OF NUCLEAR WEAPONS IN THE CLASH OF CIVILIZATIONS: The purpose of Indian nuclear weapons is to protect Hindu and Buddhist civilization in the Age of Civilizational Wars. India will not use nuclear weapons against Pakistan as India and Pakistan is integral part of the common civilization. India and China shall be allies in the Clash of Civilizations. Hindu civilization will not use nuclear weapons against Buddhist civilization. India shall not use nuclear weapons in Southern Asia and Central Asia, fearing the contamination of the rivers in the Subcontinent.

NUCLEAR TORPEDOES IN CLASH OF MARITIME AND LAND POWER: Nuclear torpedoes are tactical nuclear weapons and land powers will deploy them to deter the aggression of hostile maritime powers. The land powers can use tactical nuclear weapons, nukes, and nuclear torpedoes can be used to deter naval aircraft carriers in sea wars. The use of tactical nuclear weapons in Sea Wars will not lead to general nuclear war. Hindu land power India and Protestant maritime power United States would be adversaries in the Clash of Civilizations. India’s military doctrine is not to let the Americans build their forces; not to let them put the air-power and sea-power; not to let them take the initiative; not to let them fight a war with low U.S. casualties. After the deployment of sea based deterrent, India will use its nuclear arsenal to become a nuclear Equalizer. The United States becomes an equalizee due to India’s nuclear deterrent, as Indian nuclear weapons equalize the conventional and maritime superiority of the United States forces.

MILITARY-INDUSTRIAL COMPLEX: The Chinese army controls thousands of foreign joint ventures, 15,000 small businesses and 1,000 large industrial enterprises and international conglomerates, generating billions of dollars for which Chinese government could not account. China is earning around $70 billion by drug/heroin shipments worldwide. Chinese Army is earning billions by drug trade for which it has not accounted. Nuclear India should develop a military-industrial complex, so that Indian Defense expenditures would not burden state Exchequer. India should draw upon the experience of Britain’s East India Company, to enable Indian multinational enterprises finance overseas Indian military operations in return for trading monopolies.

GEO-TECHNOLOGY OF WARFARE: The development of Global Position Satellite (GPS) technology enables soldiers and base camp to pinpoint their locations on real time basis. Wireless cellular telephone technology allows instantaneous communications between soldiers and base camp. Development of hand-held SAM-6 missiles can bring down low flying aircraft. These developments have enhanced the role of Infantry in land wars. The American defeat in the Vietnam War and Russian defeat in the Afghanistan War establishes that the Infantry of populous land powers would determine the outcome of third World War in the future. India should reorganize its Armed Forces to reflect the changing role of military technology.

POLITICAL GUERRILLA WARFARE: Nuclear Powers would rely on politically motivated guerrilla armies to realize military goals in long drawn overseas conflicts. The success of Vietcong and Mujahideen in the Vietnam and Afghanistan Wars established the role of politically motivated volunteer forces. India should develop a Political Guerrilla Army, by recruiting commandos of LTTE-Tamil-Tigers type outfits, to militarily intervene on behalf of India, in overseas conflicts in Afghanistan, Burma, Cambodia, Laos, East Timor, Jaya Irian, Sumatra, Georgia, Somalia and Angola. Financing LTTE would be cheaper for India than to send Indian regular troops overseas. India should explore the role of Private Armies on the pattern of East India Company, which secured Indian Empire for British Crown. Perhaps India should mandate that every able-bodied person spends five years for compulsory national service.

INDIA’S ROLE IN THE 3^RD WORLD WAR: The burning issue is whether nuclear India and the United States would fight the 3^rd World War as allies or as adversaries. India contributed toward Allied Victory in the first & second World Wars more than any nation other than Britain, United States and Russia. India should demand its spoils of War for its wartime contributions. The humiliating defeat of the United States in the Vietnam War and Russian defeat in the Afghanistan War enhances the role of Indian Army in the third World War. We convince India that we would fight the third World War over Siberia and Siberia. China would likely invade Australia around 2005 AD as Australia could provide the solution of Chinas overpopulation. Would United States hand over Australia to China?

ROLE OF MINISTRY OF DEFENSE: Indian Nuclear Tests have transformed the Indian Ministry of Defense (MOD) and Ministry of External Affairs (MEA). The Ministry of External Affairs (MEA) makes the diplomatic use of the nuclear weapons to enhance the power, influence, prestige, and role of India in the world affairs. The Ministry of Defense inducts the nuclear weapons into the military doctrines of the Army, Navy, and Air Force. It is the responsibility of the Prime Minister’s Office (PMO) to select the India Nuclear Weapons Doctrine. Prime Minister would have the final say about the use of the nuclear weapons. The nuclear weapons should be under the control of the Armed Forces. The nuclear warheads should be stored separately, not mounted on the missiles.

CIVIL SERVICES CONTROL OVER DEFENSE MINISTRY: Indian military personnel have no decision-making role in the Indian Ministry of Defense. The civil servants of the IAS cadre govern the Ministry of Defense. Indian Administrative Service (IAS) officers serve in Ministry of Defense. India rotates the IAS officers among various Ministries.

ROLE OF SCIENTISTS: The production of nuclear weapons and missiles would be under the control of scientists who will be Government employees. The scientists would be responsible for launching the nuclear weapons, as the military personnel cannot handle the missile launching process. Scientists to avoid any mishap should man the Missile Unit.

INFLUENCE ON ARMED FORCES: Use Nukes as artillery shells to destroy massive mechanized formations. Air Force would control the air to surface missiles, fitted with nuclear warheads. Strategic Bombers will provide the backbone of nuclear deterrent. India will rely on nuclear missiles more than nuclear long-range bombers. The storage of nuclear warheads would be under separate command. Navies would control the Submarine launched nuclear missiles. Nuclear warheads would need to be stored in the submarine itself and should be kept mounted on the missiles for immediate use, to develop the credible second Strike Capability.

A-bomb Affects Armed Forces:

INDUCTION OF NUCLEAR WEAPONS: After the successful completion of nuclear weapons tests, we should induct the nuclear weapons into Indian Military Doctrine, which would determine the impact of nuclear weapons on Indian Army, Navy and Air Force. India would have to create a new Missile Division independent of Air Force.

USE OF TACTICAL NUKES AGAINST HEAVY ARMOR: During land wars nuclear nukes could be used to destroy clusters of heavy armor or large tank formations. It would limit the large-scale mechanized warfare on a single front. Adversaries would avoid overwhelming assaults with massive heavy armor on a single front.

REGIONAL CONVENTIONAL WARS: Nuclear weapons reduce the risk of World Wars, as it could escalate to nuclear wars by oversight. Nuclear powers should surrender a territory or even a continent, whenever they lose a conventional war, but reject the nuclear option.

NUKES TO DESTROY NAVAL ARMADA: Nuclear weapons empower the land powers to deter the invasion or blockade by hostile naval fleets. Naval Fleets are capital intensive and provide an excellent target for nuclear torpedoes. The use of Nukes against hostile Naval Fleets at the High Seas or in the territorial waters is justified and it will not lead to a nuclear war. Indian Nuclear Torpedoes could deter the future hostile maneuvers of the US Seventh Fleet. India should develop low flying Missiles to destroy an Aircraft Carrier.

OVERSEAS NAVAL BASES: India would require a network of overseas military bases to develop the Second Strike capability. Overseas bases would enable the IRBM arsenal having the range of 1000 to 5000 miles, to have the deterrent effect of ICBM and SLBM. Naval bases in overseas Islands regain its geopolitical relevance in the nuclear age. India should develop Naval Base at Nicobar Island to play an effective role in the Southeast Asia.

STRATEGIC ROLE OF LONG-RANGE BOMBERS: Long range aircraft is a preferred means of delivery of nuclear weapons, as it empowers the political authorities to control the deployment until the last moment of the airdrop. In the nuclear age, the Air Force has lesser role for carpet bombing missions. We should better deploy the expensive fighter jets for the strategic roles, not for normal bombing missions. India should mass-produce cheaper bombers and fighter jets. Cheaper fighter planes, cheaper reconnaissance planes and cheaper bombers and cheaper transport plane will play decisive role in the guerrilla wars.

AIR DEPLOYMENT OF TROOPS: India should explore the role of wide-bodied aircraft for large-scale troop deployment. Big Helium filled Air-Ships will be effective in large-scale deployment of troops, in overseas landing missions across the Bay of Bengal, to replenish Indian troops in Andaman & Nicobar.

DEFENSIVE ROLE OF AIR FORCE: Nuclear India should rely on Missiles for offense. The expensive fighter jets should focus on defensive roles. Nuclear Air force should focus more on defense than on offense.

ROLE OF AIRCRAFT CARRIERS: Indian should develop aircraft Carriers, for Troops deployment and for nuclear launching purposes. Nuclear India will not need Blue Sea Navy to engage in High Seas Sea battles. The Indian Navy would get large-scale long-range overseas troop deployment capability. India should build many seagoing vessels to protect its vast coastline.

NUKES COULD SINK NAVAL FLEETS: Nuclear Nukes Tipped Torpedoes shifts the military balance against the large Aircraft Carriers and Big Naval Fleets. The technological advances in the torpedo technology and missile technology and miniaturization of nuclear nukes may make Aircraft Carriers vulnerable targets. Development of nuclear torpedoes will enable India to meet the threat of any hostile naval invasion. Development of Missiles tipped with Nuclear Nukes would enable a land power like India to meet the challenge of foreign hostile naval fleets. Missile attack on seventh fleet cannot result into nuclear retaliation on mainland India. Development of missiles and nuclear weapons enables the nuclear land powers to fight the naval powers on a level ground. India should draw a line on the water in the Indian Ocean so that any northward incursion of any hostile navy will result in the use of nukes against the naval targets. India would use nuclear torpedoes, against hostile naval Fleets and Aircraft Carrier. The deployment of nuclear torpedoes, by land powers to blunt the invasions of Sea Powers, would be legitimate. Use of nuclear nukes and tactical nuclear weapons against naval targets at High Sea will not cause a nuclear conflagration.

GLOBAL POSITION SATELLITES: The development of cheap hand-held Satellite directed Global Position Indicators that can give precise location of the individual, will revolutionize the Guerrilla warfare. The GPS technology allows the small forward units in deserts, jungles, mountains and snow clad mountains, find its position on the hand held monitor, as well as the detailed map on the portable Laptop computer connected by wireless to Internet. The Cellular Voice Pagers will revolutionize the military communications. It also enables the military high command to track the movement of every individual, even if he is out of the radio contact, by tracking the signals of his beacon. OVERSEAS LANDING CAPABILITY: India needs to develop a large merchant marine and Fishing fleet to get Normandy invasion type overseas landing capability. India should be capable to transport 500,000 soldiers across the Bay of Bengal to Nicobar Islands.

HIGH PROTEIN CONDENSED FOOD: Food technology advances enable a soldier to carry in its military kit, food ration for 100 days, in light weight long lasting packaging. It enables the smaller units to undertake long range long-term military missions away from the base camps.

MORE OVERSEAS CONFLICTS: India as a Nuclear Weapon Power would engage in overseas conflicts more frequently than what it did as a non-nuclear weapon power. The theater of future military conflicts would shift from the subcontinent to areas of conflicts outside the region, in Afghanistan, Burma, and Cambodia.

LONGER FREQUENT WARS: Indian Army was engaged in actual fighting during the last 50 years, for only total of around 72 days, during Four Wars of 1948, 1962, 1965 and 1971. As a nuclear weapon power Indian army would be involved in actual military conflicts for around 100 days a year in Afghanistan, Burma, Cambodia etc.

LIGHT MOBILE WEAPONRY: All the four wars that non-nuclear India fought used heavy weaponry. The future wars of Nuclear India will be few heavy mechanized tank wars, and many prolonged guerrilla wars. Heavy mechanized war may also take place but would not be common.

COMPULSORY MILITARY DRAFT IN INDIA: Western system of military structures would not suit India’s current military strategy for guerrilla type overseas warfare. India would need to keep 50,000 troops in war situations permanently in every overseas theater in Afghanistan, Burma, and Cambodia. We should greatly reduce the cost of maintaining one guerrilla soldier in active combat. Reduce the cost of maintaining a soldier in active combat in a long drawn out conflict. It necessitates the development of Guerilla Infantry.

SUPPORT POLITICAL PARTISANS: The financial burden of long prolonged wars in two or three fronts would be devastating if conventional mechanized warfare model is to be used in conducting India’s future wars in Afghanistan, Burma and Cambodia.

CHANGE BRITISH MILITARY MODEL: Indian Army should overhaul the British Imperial Model that would no longer be suitable in the nuclear age. We based British Indian Army around major cantonments, which we built near the major cities to provide law and order functions in the times of social unrest. India should modernize Indian Army to reduce the allocations for the salaries and reduce the standing army.

MILITARY LESSONS OF MONGOL EMPIRE: Recent advances in military technology would validate many aspects of Mongol war strategy. Mongol horse riders could shoot arrows at full gallops. Thus, even smaller Mongol military units got the military edge in mobility and lethal firepower, which would attack the weak points of the adversary at will. Similarly the Global Position Satellites, Global Mobile Cellular Phones and Pagers, Light weight long lasting high protein food products, all terrain vehicles and hand held mobile missiles would enable the evolution of Mobile Guerrilla Army. Small units of Mobile Guerrilla Army could undertake long range, long term military missions deep inside the enemy territories, without any support from the base camp. It would make the Infantry the predominant instrument of warfare. It would tilt the balance in favor of populous Land Power to the detriment of Air Power and Sea Power. India should develop a large Mobile Infantry of Political Guerrillas. Mobile Infantry is the Future.

OVERSEAS EXPEDITIONARY FORCES (IOEF): we would organize Indian Expeditionary Forces on the pattern of Mongol Army of Horse Riders. We would equip IOEF with lightweight weaponry, hand-held wireless global cellular telephones and pagers, global position satellite system, carry 100 days of lightweight high protein long lasting food ration, and individual all terrain vehicles. It would be a mobile force. The role of the regular army would be limited to provide massive firepower or evacuation transportation for emergencies.

PERMANENT MILITARY SETTLEMENTS: India should maintain permanent military settlements worldwide to provide military work force in case of the sudden outbreak of third World War. Like Mongol Warriors the soldiers should intermarry with the local women and actively participate in local politics, to develop local roots in the foreign lands. We could train any youth to be a soldier in two months training. Every member of the expeditionary force would learn a craft or trade to earn his living so that he will not be a burden on the national Exchequer.

CHINESE MILITARY-INDUSTRIAL COMPLEXES MODEL: Chinese Army directly negotiates joint ventures with foreign companies to attract foreign capital to set up modern factories. Army personnel work in these plants and produce consumer goods for exports. The industrial infrastructure enables the Army to make the dual usage, military and industrial usage of the plant and machinery. Thus Army personnel could engage in direct industrial production and the Army could modernize its equipment and machinery. A foreign investor is benefit as for the low salaries of the workers. Thus, the vast infantry does not remain the burden on the exchequer. We should convert Large Army Cantonments into military-industrial complexes, with foreign collaboration and the army personnel should work in these plants to produce manufactured goods.

India should follow the Chinese model, to employ military personnel, in productive manufacturing activity in industries, during peace times. Foreign investors would prefer to invest in industrial joint ventures with Indian Army, as it would guarantee disciplined workforces. Thus, one million plus Indian Army will not be a drag on national Exchequer.

EAST INDIA COMPANY CREATED EMPIRE: The Private Army of the East India Company conquered Indian Empire, without any knowledge of the British Army. Regular British Army did not build British Empire. Trading companies like East India Company and Sir Cecil Rhodes’ Company in Rhodesia financed Private Armies. India should consider the notion of Private Army managed by Military Veterans by funded by private corporations. South Africa has developed Privateers Commandos. It will take the financial burden away from the National Exchequer. Overseas settlements and overseas Indian communities may finance the cost of military establishment required to defend their settlements. India can provide such private commandos for operations in East Africa.

MERCANTILE COLONIALISM: Mercantile Colonialism would resurrect in the 21^st Century. Due to the shrinking defense budget and shrinking tax base, multinational enterprises would resurrect Mercantile Colonialism. Installed manufacturing capacities far exceed the demands of the consumer goods. Therefore, the world divided into exclusive regional trading blocs restricts the free flow of consumer goods. Multi National Corporations would finance the limited military operations in exchange for monopolies. Could India finance its overseas military operations by awarding export monopolies to Indian exporters and import monopolies to foreign exporters?

UNIVERSITY NATIONAL CADET CORPS: India should pass legislation to have three years compulsory military service for youth. University-based NCC can provide sufficient military presence abroad. Most youths are looking forward to make fortunes abroad. A solid military training provided during College may be sufficient to keep long term military presence abroad. India could send NCC troops to Cambodia who could intermarry with the local population, settle down, and set some small business to make a living. Educated youths desirous of emigrating abroad, should work for overseas military assignments. Information technology allows the educated youths to continue education in the Cyber Universities and to work in the service industry by telecommuting via Internet connections.

THREAT OF AFGHAN’S MUJAHIDEEN ARMY: India will develop Hindu-Buddhist Religious Revolutionary Army, to meet the challenge of Islamic Terrorist Army of Mujahideens, who have now crossed international frontiers, and involving in worldwide conflicts, including Kashmir conflict. India should train youths and college students, in revolutionary warfare. India will encourage emigrants seek fortunes in foreign lands, by joining in military operations in overseas conflict zones. Indian mercenaries will carve out Hindu and Buddhist spheres of influence in Africa, Asia, and South America. Non Resident Indians (NRI’s) could lead overseas military operations to acquire political power in foreign lands. India will mobilize the number of volunteer mercenary Armies organized around specific ethnic and religious groups. It shall include, Hindu Revolutionary Army, Buddhist Revolutionary Army, Sikh Revolutionary Army, Zoroastrian Revolutionary Army, Jain Revolutionary Army, Bahai Revolutionary Army, Shah of Iran’s Revolutionary Army, Kurdistan Revolutionary Army, Somalia Revolutionary Army, Ethiopian Orthodox Army, Buddhist Cambodian Army. These armies based on Religion and political ideology shall promote religious and political objectives worldwide. Youths will serve for five years in Religious Revolutionary Armies without salary. Revolutionary Army would be very effective in the volatile region, such as Afghanistan, Somalia, Nigeria, Indonesia etc. The volunteers of the Revolutionary Army have the incentive of capturing power and enjoying its fruits.

PRIVATE SPECIALIST COMMANDOS: India should permit a select group of super-trained retired Army personnel, to form the Private Commandos, to be hired for specific overseas rescue jobs. We should allow that Retired Army personnel formed Private Army on the lines of South African Commandos, ready to undertake military missions worldwide. Rather than deploying Indian regular Army units abroad, India should award contracts for overseas military operation to Private Armies. Private Army commanders should have the freedom to play a political role during overseas operations. Private Mercenary Army would create new job opportunities to the highly trained soldiers, during the down sizing of the Indian Army.

LTTE COMMANDOS: India should hire the LTTE commandos to promote insurgency in Burma and East Timor. Conducting Indian military operations would be cheaper to pay LTTE. We should allow that LTTE struck their own deals with the local insurgents for a share in the power. India should incorporate the Tamil Tigers in Indian Military Strategy. Tamil Tigers should become a private mercenary army on hire to conduct military operations worldwide, from Afghanistan, Burma, and Cambodia to East Timor. Sri Lanka Tamil Tigers would like to settle in a foreign land and Sri Lanka would be very happy to resettle them in Southeast Asia. Tamil Tigers are the world’s best fighters and would easily defeat Taliban Regime in Afghanistan, Drug dealers in Burma, Indonesian Army in East Timor and Jaya Irian and Khmer Rouge in Cambodia. With some help from India and Sri Lanka’s Tamil Tigers could share political power in Afghanistan, Burma, Laos, Cambodia, East Timor, Jaya Irian, Banda Aceh, Southern Sudan, Angola and Somalia. It would also resolve insurgency problems in Sri Lanka.

GLOBAL OPIUM WARS: British India waged Opium War against China and its profits financed the initial industrialization of India. Drug trade generates around $600 billion dollar profits worldwide, around 60% of the total income generated by the organized crime. Christians dominate the drug trade and earn 80% of the total income from the global Drug trade. China earns around $70 billion and Pakistan around $10 billion annually by Drug trade. Opium/Heroin trade of Golden Crescent and Golden Triangle determines the Foreign Policy of the United States toward Afghanistan, Burma, Laos, and Cambodia. India should wage an Anti-Opium War to throttle the incomes of China and Pakistan by Drug trade. India could militarily defeat Pakistan and China by disrupting the Global Drug Trade as Drug trade finances the war machine of China and Pakistan. India should militarily intervene in Afghanistan, Burma, Laos and Cambodia to disrupt Pakistani and Chinese Heroin and Opium Drug trade. Indian Anti-Opium War in Golden Crescent and Golden Triangle would starve Chinese and Pakistani war machines.

COUNTERFEIT CURRENCY WARFARE: United States distributed counterfeit North Korean and Vietnamese currency during Korean and Vietnam Wars to overwhelm North Korean, North Vietnamese economies. China, Iran, and Pakistan have caused havoc in the United States financial circles by mass circulating counterfeit $100 bills worldwide. China has mass circulated counterfeit Indian currency. Without counterfeiting a US Dollar would have been worth around five (5) Indian Rupees only rather than the current exchange rate of 44 Rupees to a US Dollar. India should undertake appropriate steps to launch anti-counterfeiting War worldwide to weaken China and Pakistan. Counterfeit Currency Warfare could emerge as a lethal instrument of Economic Warfare in the era of single European Currency Euro.

SECRET BANKING: The secret of the robust United States’ economy lies in its ability to attract the corruption money, illegal money, crime money and Global Hot Money. Swiss Bankers control the Global Mafia through Swiss Secret Banking. Black marketers have siphoned away more than $200 billion of Indian capital to Swiss bank accounts illegally. India should develop Secret Banking System on the lines of Switzerland in Andaman & Nicobar Islands. Nicobar could emerge as the next Hong Kong. TOTAL MOBILIZATION OF INDIAN SOCIETY: The total mobilization of the society is the time-tested weapon to defeat the barbarians’ invasion of the civilization. Nuclear India’s new defense doctrine advocates the compulsory military training of the entire student and youth population. The university education system should include military training as a part of the educational curriculum. The taxation of the agricultural incomes would provide the food for the mass armies. The youth army should be encouraged to inter-marry the women of the barbarians to assimilate the barbarians in the civilization. Indian mercenary Army should marry many million Afghan women, and give Indian women to Afghan barbarians. Nuclear India should train 50 million infantry soldiers, to create the largest reservoir of trained military personnel in the world.

COMPULSORY SERVICE: Draft Universal Compulsory Five years Military Service. India should require every able-bodied man between the age of 20 and 35, and every woman between the ages of 18 and 25 to work five years for national services and army without any salary, against food shelter and clothing. It would enable India to have a standing army of 20 million soldiers, at no cost to the national Exchequer.

AGRICULTURAL TAX: Tax Agricultural Income in kind, at the rate of one third (33%) of the Farm Produce. India should impose Agricultural Income Tax to be collected in kind, equal to One third (33%) of the total agricultural production. The one-third (33%) increase in the procurement prices of agricultural goods, would guarantee, that the net income of farmers will not be adversely effected. Agricultural Tax will be used to Universal Compulsory, Military Draft. Thus, India would feed its standing army of 20 million soldiers without any cost to the Exchequer.

POPULATION TRANSFERS: Transfer Populations to Border regions. India should transfer around 50 million youths from overpopulated regions to lesser-populated areas in Northeast states, Kashmir, Rann of Kutch, Saurastra, Rajasthan and coastal areas. Sea fish eating Tamils and Malabaris should settle down in the coastal regions of Gujarat and Bengal, as people of Gujarat and Bengal do not eat fish. We should resettle ten million people in Andaman & Nicobar Islands. India should develop new cities along Rajasthan’s Indira Gandhi Canal, and Gujarat’s Narmada Canal to settle 20 million people from the overpopulated regions of India to the fewer densely populated regions of India. The forestlands in the northeast India would also support new townships to resettle 20 million immigrants from the agricultural belt. It would also check the secessionist threat in the Christian majority areas of the northeast. The Canal will provide the supply of water necessary to create large townships in the barren areas. The deserts provide urban lands at low cost and without wasting the fertile agricultural lands. Reduce the density of population in the fertile agricultural belts. Transfer a large number of people from densely populated regions and resettle them in less populated and less fertile regions. The process of Urbanization in the agricultural belt is eroding the fertile lands. Develop new urban centers in the barren regions with good water supply.

NATURE OF THIRD WORLD WAR: The Third world War would be a conventional war. The World War III would not escalate into a general nuclear war, because India and Pakistan also possess nuclear weapons. China would start the WW III by its invasion of either Siberia or Australia. Indian Defense Policy should prepare India for an effective role in the WW III. Siberian War would require clothing and equipment suitable for extreme Siberian winter. Preparation for Siberia war would also strengthen Indian defenses in Tibet. Invasions of Australia would require large overseas landing capability, to transport mobile infantry across large expanses of the High Sea. India would require large Marine Troops to fight in Australia. Preparation for Australian war would strengthen India’s naval capability in Andaman Islands and help India emerge as a Sea Power.

TECHNOLOGY SUPPORTS MOBILE LIGHT INFANTRY: New technology would empower Land Powers to develop Mobile Light Infantry to conduct military missions over long distances, without the continued support of the Base Camp. It would reduce the need of large standing armies. Global Position Satellite (GPS) technology and global wireless pagers and cellular phones enable the forward troops to pinpoint their location on a local map and maintain two way communications with the base camp. The base camp automatically could also track the movements for mobile infantry on a real time basis. Light long lasting condensed foods would enable a soldier to carry 100 days rations. Hand held SAM-6 and Stringer Missiles enables the mountain troops shoot down low flying aircraft with ease. Nuclear nukes would sink even a large naval armada. Lightweight thinsulated clothing enables soldiers to withstand Siberian cold.

EXPEDITIONARY FORCES & RAPID DEPLOYMENT CAPABILITY: Nuclear India would need a smaller standing army, as there would be fewer wars in the subcontinent across the common frontiers. The main role of Indian Navy and Air Force would be to provide heavy overseas landing capability and air-transport capability to transport troops and equipment of Mobile Light Infantry units to foreign conflict zones.

FIGHT MORE OVERSEAS WARS: Nuclear India should not fight China and Pakistan across the common frontiers, because it could result in a nuclear conflagration. India would fight Pakistan in Afghanistan and China in Burma as well as Cambodia. India fought during 1947-98 four wars in 1948, 1962, 1965, and 1971. Indian Army fought only for less than 100 days during last 50 years. Indian Army fought against Tamil Tigers in Sri Lanka for more than two years. Indian military operations in Somalia deterred inter-Warlord wars. Many of the future conflicts, requiring the involvement of Indian Armed Forces will be similar to India’s military operations in Sri Lanka and Somalia. India should prepare Light Mobile Infantry to engage in military conflicts

POLITICIZED GUERILLA ARMY: The dilemma of Nuclear India would be that the deployment of nuclear weapons would starve the salary allocations in the Defense Budget. How would nuclear India fight mover overseas wars, for longer duration, with smaller budget for conventional warfare? The victory of Vietcong in the Vietnam War and victory of Mujahideens in Afghan war enhanced the role of political guerilla armies in foreign wars. India would require inducting Tamil Tigers and other similar outfits into its command structure to conduct overseas military operations. Tamil Tigers troops would easily defeat Taliban Mujahideens. Tamil Tigers LTTE should also provide law and order in Afghanistan. A Tamil Hindu should become the President of Afghanistan. Only a non-Muslim ruler would be impartial enough to settle long drawn factional and ethnic conflicts in Afghanistan, to make it peaceful again. Under a secular multi-religious government headed by ex-King would bring peace in Afghanistan. Nationalist India should develop Rastriya Swayam Sevak Sangha (RSS) into a standing private army for overseas operations to protect Hindus worldwide. India should acquire the capability to train the youths to perform warlike operations. Mukti-Bahini the military outfit that Indian Army created in West Pakistan during 1971 operations very effectively fought against Pakistan Army.

INDIAN MILITARY-INDUSTRIAL COMPLEX: Nuclear India should copy Chinese model of military-industrial complex. Chinese Army operates 10,000+ large industrial units and thousand of foreign joint ventures. The incomes of the business and industrial ventures owned and operated by the Chinese Army finance the major part of the Chinese Defense budget. Chinese Army earns billions of dollars for which it could not account for. China earns more than $60 Billion annually by monopolizing the narcotic drug trade of the Golden Triangle, which includes South China, Burma, Laos, Cambodia, and North Thailand. India Defense Forces should also develop China type military-industrial complex. India should challenge Chinese monopoly over the Drug Trade of the Golden Triangle.

COMPULSORY MILITARY SERVICE: Nuclear weaponization programs would preclude a large standing army. Young soldiers less than 25 years old does fight better than grown up experienced soldiers in modern high-tech warfare in the Information Age. Like China, India should introduce military conscription for men between 18 and 40. Men must serve three to five years in military service, without salary, depending upon the branch of service. Collect the Agricultural Income Tax in kind. Use the proceeds to support the youths serving compulsory, military service.

CORPORATE PRIVATE ARMY COMMANDOS: East India company conquered India by Robert Clive of East India Company in 1757 after the Battle of Plassey, with only 35 people died. Cecil Rhodes made Rhodesia a part of British Empire. Spanish adventurer Francisco Pizarro during 1532-33 with the help of 180 men conquered the Inca Empire in Peru. Recently 30,000 half-trained volunteers of Tutsi and other tribes overthrew the government of Zaire (2,344,885 km²) and installed Kabila as the head of the Congo. Multi National Enterprises (MNE) have the resources to equip and finance the Private Armies of Commandos, to undertake specific international military operations. Saudi billionaire Osama Bin Ladin would soon develop a large well-equipped private guerilla army in the Saudi Arabia that could overthrow the Saudi Monarchy the House of Saud. NUCLEAR BLACKMAIL: Nuclear Weapons would deter any preemptive nuclear strikes against India and guarantee that no conventional war would escalate to nuclear levels. Nuclear weapons would deter any form of nuclear blackmail, such as President Nixon’s threat during 1971 Indo-Pak War. India should deploy and weaponize nuclear weapons, develop a credible nuclear arsenal, develop submarine launched SLBM deterrent to claim its rightful status as a Second Super Power.

FREQUENT MILITARY INTERVENTIONS: 21^st Century would be the repeat of the 19^th Century and perhaps colonialism may resurface. As a nuclear weapons power, India would periodically intervene in overseas conflicts to win or lose smaller wars, so that we could avoid the world war. India could intervene in Afghanistan, Burma, Cambodia, Laos, Somalia, Kurdistan, Angola, Southern Sudan, Ethiopia, East Timor, Bali, and Jaya Irian. India should avoid deploying regular army units and could support private Guerrilla forces or LTTE Tamil Tigers to undertake overseas military operation. India should develop a standing army of 20 million youths that would provide compulsory, military service without salary. The 21^st Century Wars would be conventional. The diplomacy during 21^st Century would be similar to 19^th Century Diplomacy. British colonial history would provide the guide to conduct military diplomacy in the 21^st Century. Indian Army in 21^st Century would intervene in Afghanistan, Burma, Indonesia, Cambodia, and Somalia to realize the military objectives of 19^th Century British Indian Empire. Bay of Bengal in an Indian Lake. Arabian Sea was an Indian lake during 19^th Century and first half of the 20^th Century. Red Sea was also a lake of British Indian Empire. India has inherited the legacy of British Indian Empire in Asia. India should copy Chinese system of military-industrial Complex financed by foreign joint ventures.

THIRD WORLD WAR: Either Siberia or Australia would be the theater of third World War. Australia would cease to be White ruled State in next decade. China has emerged as the greatest threat to world Peace. India would play a very significant role in the third World War, which would be a conventional war. India should join the alliance most likely to win the war. United States would fail to defeat Chinese invasions of Australia. Russia would fail to defeat Chinese invasions of Siberia. United States would fail to stop the birth of New Native American Indigenous Indian States in North America, South America, and Australia. India, Russia, and the United States would be Allies in the 3^rd World War and jointly defeat China.

MULTIPLE MILITARY ALLIANCES: India should maintain a series of overseas military bases to get nuclear second-strike capability. India should develop military bases in Afghanistan, Burma, Cambodia, Laos, Vietnam, Israel, Somalia, and Angola to meet the threat of China worldwide. India should avoid any war in the subcontinent and transform Non-alignment Movement into a Defense Bloc. India could join Commonwealth Common Market. India could join Indian Ocean Region Common Market. India could promote a global alliance of India, Iran, Iraq, Syria, Libya, and Algeria.

YUGOSLAVIA TYPE THREAT TO INDIA: India should unequivocally declare that any western attempt to intervene in the Indian subcontinent would lead to nuclear retaliation against Western targets. Indian responses to any Yugoslavia type NATO/USA intervention would be nuclear strikes against leading Western targets. Indian Nuclear Weapons Doctrine should unequivocally state that India would use nuclear weapons to ward off any NATO invasion of India. India is vehemently opposed to the NATO interventions in Yugoslavia that caused its disintegration. India could speed up the disintegration of Indonesia, Malaysia, Somalia, Burma, Mexico, Brazil and Angola to ward off any Western attempts to disintegrate India.

CARNIVOROUS NUCLEAR INDIA: India had followed herbivorous Foreign Policy during the Governments of Nehru, Indira Gandhi, and Rajiv Gandhi. Nuclear Hindu India would adopt carnivorous Foreign Policy and militarily prepare India for the looming Conflict of Civilizations. The world could witness the rebirth of Neo-Colonial Empires in the 21^st Century. The defeat of United States and the Soviet Union, in the Vietnam War and Afghanistan War, was a turning point in the history. It symbolizes the decline of the white race and the rise of brown and yellow race. Nuclear India should not tolerate any hostile Western move to deny India its rightful place under the Sun.

ECONOMIC WARFARE WEAPONS: India should perfect the instruments of global economic warfare. India should develop Swiss quality Secret Banking Institutions, fight Anti-Opium War, anti-Counterfeit Currency War to economically weaken China that has succeeded in creating a military Leviathan by perfecting the instruments of Economic warfare.

CIVILIZATION’S RESPONSE TO BARBARIAN INVASIONS: Hindu civilization would undergo mass mobilization, and train 50 million Indian soldiers. Nuclear Hindu India would participate in every war all over the world. Regular military training would become compulsory in schools, colleges, and universities. Inter-marriage is a military weapon for the unification of the civilization. Industrial cartels should finance the overseas military operations. India will give legal charter to Private Mercenary Army, allowing overseas law and order functions. The inherent strength of Indian people, once properly harnessed can defeat the barbarian threat to the civilizations. The citizens of the civilizations will willingly provide free manpower and material resources to conquer the lands and women of the barbarian invaders. The Civilizations cannot rest in peace unless the civilizations permanently occupy the homeland of the barbarians, the breeding ground of the barbarians. Indian mercenary Army should marry all the eligible women of Afghanistan and give Indian Muslim women to Afghan Mujahideens in exchange.
